What are Plant Breeders Rights?

Recent concerns have surfaced that the amount of red tape surrounding plant breeders rights is making the application procedure demoralising for breeders.  The costs of legal fees were found to be crippling when attempting to export a breed worldwide, and it is one breeder’s wish to have a worldwide fee with a table of fees for the designated market countries.
